Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from various governments. Considerable effort is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a ability afforded by current data. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to replace in the short term.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, endure.
Strategic Calculations
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from believing that the status quo will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
